Puerto Rican Debt

Will Congress abolish Puerto Rico's debt and stiff it's creditors, bail them out, or bail out some and not others? To allow market forces to prevail would be to do nothing, and no one wants a "do-nothing Congress."

According to Wikipedia Puerto Rico has an area of only 3,500 sq mi, a lot smaller than Great Britain (England, Scotland, and Wales) which is the 9th largest island in Europe at 80,000 sq mi and at one time ruled the world.

On the other hand, Hong Kong, a very productive little place, contains only 427 sq mi.
