It's worth point out that another file floating around the FO in January 1940 was one containing an English translation of the Pope's condemnation of euthanasia [also now in FO 371/26508]. And this papal condemnation is also referenced in Ritchie's critical sib.

On the front of the file about the Pope's condemnation [C60/18/18] is the following handwritten note:

An American source recent in Germany has suggested that the stories of the killing of mentally defective persons would provide good material in a whispering campaign. The reports seem to be current in Germany, but the Germans are so cynical now that I doubt whether they will be moved much by them. We might make them uneasy, however, if we suggest that there need to be no end to the process of judicial murder once it has begun.

Well, obviously the sib can't have been launched on 3rd if it says the Vatican condemned the killings on the 19th!

Supposedly the decree was read on Vatican radio on 02.12.40 [in Latin] and appeared in the Vatican newspaper L'Osservatore Romano [in Latin] on 06.12.40 [Rubenstein and Roth, Approaches to Auschwitz]. Pope Pius XII said it on 02.12.40 according to Noakes et al., Nazism, 1919-1945 v.2, but according to a the the Foreign Office translation of the decree from L'Osservatore Romano, it is dated 27.11.40.

(Translation.)
THIS Supreme S. Congregation has been asked: "Whether it is permissible, by order of the public authority, directly to kill those who, although they have committed no crime worthy of death, nevertheless, on account of mental or physical defects, can be of no use to the nation, but are rather considered to be a burden to the same, and a hindrance to its vigour and strength."
Reply.—" In the negative, since it is contrary to the natural and to the divine positive law."

Question: Whether it is permissible on the basis of an order by the state authority directly to kill those who, although they have not committed a crime worthy of death, nevertheless cannot be of any further use to the nation and are rather a burden for the nation and an hindrance to its energy and strength.
Answer: No, since it is against the natural and positive law of God
His Holiness Pope Pius XII has approved and confirmed this decision of the cardinals in his audience on I December and ordered its publication.

Here's the other source mentioned in Ritchie's supposed "3rd December 1940" sibs: "last Sunday the Sunday Express carried the story that 100,000 mental deficients had been executed", which was actually in the edition of 19 January 1941, and it's reporting that they had been gassed:

Along with details of the the FO files on the Vatican decree and David V. Kelly's report from Switzerland posted above, Ritchie's claim that British invented this particular gassing story lies in complete tatters.

Ritchie made an error typing up his article, that was repeated on the IH version, which makes his own text appear as if it was part of a sib.

The sib Ritchie misquotes [S.15], which I've been addressing in my recent posts, only says:

The Superintendent of the Bethel Institute for Incurables had been sent to Dachau for refusing to permit the inmates to be put in lethal chambers.

cf. Lee Richards, Whispers of War: Underground Propaganda-Mongering in the Second World War, 2010, p.222.


As I've said before, I haven't seen the file Ritchie cites for this sib [HS 8/216], but the previous posted document from the "come backs" in FO 898/71 states that sib S.15 was dated 02.12.40:
