There is encouragement, insofar as some people encourage others to commit these crimes. The encouragement isn't the jail time or the capital punishment; those are the deterrents I mentioned. I said the deterrent mitigated the encouragement, but a better term would have been "lessened" or "detracted from" or "reduced the overall incitement of".

(I just wanted to use the word "mitigated" because someone on TV said it while I was typing.)

Indeed, if when caught red handed - live and on camera - such a murder gives you 12 months in Jail, what about a similar murder off camera?
