Let's add that strictly religious marriages will be exempt from the tax breaks other married couples enjoy.

How can OK exempt Oklahomans from federal tax breaks?

Of course it isn't.
At least not yet.
But there is no guarantee that repressive measures won't be introduced and take hold based on the rigorous requirements of the male bikini….on aesthetic grounds if nothing else. .
Not only eternal vigilance is required for the perpetuation of liberty: discretion in beachwear has to be considered too.
